We are looking for an experienced Government Services Excellence & Improvement Specialist to join a strategic government services improvement project in Dubai on a temporary basis for 4 months.
The role will support the assessment, development, and implementation of service improvements in alignment with the Dubai Government Services 360 framework and the Hamdan Bin Mohammed Program for Government Services assessment requirements.
Key Responsibilities:
• Assess current services, practices, processes, policies, and performance against Government Services 360 and applicable assessment requirements.
• Conduct gap assessments and identify practical improvement opportunities and quick wins.
• Work directly with internal teams to implement and close identified improvement gaps.
• Review, develop, and organize assessment evidence and supporting documentation.
• Support service and process redesign, policy and procedure enhancement, and governance improvements.
• Review KPIs, performance results, customer impact, and supporting data to demonstrate measurable outcomes.
• Support improvement initiatives across the key assessment areas, including Results & Impact, Innovation, Service Culture, Whole of Government, and Sustainability.
• Develop clear improvement plans, initiative cards, action trackers, and implementation roadmaps.
• Support the preparation of assessment presentations, narratives, evidence, and executive-level materials.
• Participate in internal reviews, mock assessments, workshops, and readiness sessions.
• Coordinate closely with service owners and relevant internal stakeholders to ensure timely implementation and closure of improvement actions.
Preferred Profile:
• Strong experience in government services development, service excellence, organizational excellence, or performance improvement.
• Practical knowledge of Dubai Government Services 360 / Dubai Model / Hamdan Bin Mohammed Program for Government Services is highly preferred.
• Experience in service assessment, gap analysis, process improvement, KPI development, and evidence preparation.
• Strong analytical, facilitation, presentation, and stakeholder-management skills.
• Ability to translate assessment findings into practical and measurable improvements.
• Previous experience working with Dubai Government entities or government excellence/assessment programs is highly desirable.
• Certifications or experience in areas such as Organizational Excellence, EFQM, Lean Six Sigma, PMP, Service Design, or Process Improvement would be an advantage.

Working Arrangement: Project-based / On-site engagement
