Job Description

Analyze study and identify manpower needs and requirements.
Assist in developing organizational development strategies in coordination with the Manpower Planning Committee.
Prepare the yearly Manpower budget to be reviewed by the Manpower Planning Committee for submission to the RTA Board.
Study all new requirements for positions and classification and provide recommendations to the Manpower Planning Committee or the HRD Director or Section Manager as required.
Lay down the manpower planning process by developing the most appropriate methods for forecasting and estimating future manpower requirements of the Authority.
Prepare yearly Nationalization Plans that is communicated to departments and is reviewed on monthly basis to ensure adherence.
Develop operating manpower policies and systems consistent with the best practices for it to be reviewed by higher management.
Ensure the adherence of the Dubai Government HR Law during the manpower planning and budgeting process.
Review all Job Descriptions prepared to ensure its accuracy with the section's roles and responsibilities.
Prepare Monthly, Quarterly and Yearly Section KPI and Achievement's report for submission to the HR Director.
Analyze, summarize and/or review data; report findings, interpret results and/or make recommendations with regard to distribution of manpower.
Assist in Succession Planning by identifying critical positions across the Authority and formalizing competencies required to fill the position.
Participate in formalizing all processes, procedures and standards related to manpower planning and budgeting for manpower planning function.
Perform other responsibilities associated with this position as may be appropriate.


Masters Degree in Human Resources, Business Administration from a recognized University. PhD will be an advantage.
Minimum 10 years experience in the related field of Human Resources Planning.
Excellent knowledge of planning techniques and the ability to assess, plan, implement, coordinate, evaluate, and management functions, systems, and procedures, HR law of Dubai government.
Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
Computer-literate performer with extensive software proficiency covering wide variety of applications.
Exceptional listener and communicator who effectively conveys information verbally and in writing.
Resourceful team player who excels at building trusting relationships with customers and colleagues.
