Quantity Surveyor (Construction – G+Unlimited Capability)
Role Overview
The Senior QS will lead cost estimation, budgeting, contract administration, and financial
oversight for multi-story, unlimited-height projects and complex infrastructure
developments. The role requires a strong technical background in cost management,
advanced knowledge of construction contracts, and proven experience in managing high-
value projects under UAE regulations.
Key Responsibilities
Cost Estimation & Budgeting
• Prepare detailed cost estimates for all project phases, including labor, materials, and
overhead.
• Develop and monitor project budgets, ensuring alignment with scope, specifications,
and UAE standards.
• Conduct value engineering to optimize costs while maintaining design and quality
integrity.
• Prepare cash flow projections and continuously track expenditure against budgets.
Contract Administration & Procurement
• Lead tendering processes, from preparing tender documents to bid evaluations and
negotiations.
• Administer construction contracts (FIDIC, NEC, etc.), managing variations, disputes,
and compliance.
• Oversee procurement of materials and services, ensuring timely delivery within
approved budgets.
• Maintain strong contractor and supplier relationships while enforcing contract
obligations.
Cost Control & Financial Management
• Monitor project costs and implement robust cost-control systems.
• Produce monthly cost reports, forecasts, and variance analyses for senior
management.
• Approve payment applications and manage disbursements to subcontractors and
suppliers.
• Identify risks of overruns and propose corrective measures in advance.
Regulatory Compliance & Documentation
• Ensure compliance with Dubai Municipality, DEWA, RTA, Nakheel, and other UAE
regulatory authorities.
• Review and approve material submittals, shop drawings, and documentation for
regulatory standards.
• Maintain comprehensive cost records, contracts, and final accounts for audit and
transparency.
Reporting & Stakeholder Communication
• Provide financial updates and progress reports to management and stakeholders.
• Prepare interim valuations and final accounts in line with contractual obligations.
• Communicate effectively with clients, contractors, and consultants on cost-related
matters.
Qualifications & Experience
• Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, or related
discipline.
• Experience:
o Minimum 10 years of QS experience, with at least 5 years in a senior role on
high-rise, unlimited-height projects.
o Strong exposure to cost management, procurement, and financial control
for large-scale projects.
o Proven record of dealing with UAE authorities (DEWA, RTA, Dubai Municipality,
etc.).
• Certifications:
o RICS or equivalent certification preferred.
o Strong familiarity with FIDIC/NEC/JCT contracts.
• Skills:
o Proficiency in cost management software and advanced financial reporting.
o Strong negotiation, dispute management, and contract administration skills.
o Ability to manage financial complexities of large-scale, high-value projects in
the UAE.
