As our Iraq operations continue to expand, we are seeking an experienced Strategic Procurement & Pricing Executive (Iraq Trade Lane) to lead supplier development, commercial procurement, and pricing strategy for one of our most important business lanes.
Position Overview
This is a strategic procurement and commercial role responsible for managing Pan Gulf's Iraq supplier network and supporting the Sales and Commercial teams with competitive pricing solutions.
The successful candidate will be responsible for supplier sourcing, vendor qualification, commercial negotiations, pricing management, contract administration, work order control, invoice verification, cost optimization, and supplier performance management.

Key Responsibilities
1. Strategic Procurement
1) Develop and execute procurement strategies for the Iraq Trade Lane.
2) Source, evaluate, and onboard qualified logistics service providers across Iraq.
3) Build long-term partnerships with trucking companies, customs brokers, freight agents, warehouses, crane operators, and project logistics providers.
4) Continuously identify alternative suppliers to improve competitiveness and reduce operational risk.
2. Vendor Qualification & Registration
1) Conduct supplier due diligence and capability assessments.
2) Verify company licenses, registrations, insurance, banking information, certifications, and compliance documents.
3) Maintain the Approved Vendor List (AVL).
4) Ensure all suppliers meet company procurement and compliance standards.
3. Pricing & Commercial Support
1) Obtain competitive quotations from approved vendors.
2) Prepare accurate and timely freight quotations for the Sales and Commercial teams.
3) Maintain freight rate databases and pricing records.
4) Support RFQs, tenders, and major project quotations.
5) Recommend cost-effective logistics solutions while protecting company profitability.
4. Commercial Negotiation
1) Negotiate:
a) Transportation rates
b) Customs clearance charges
c) Port handling fees
d) Warehousing costs
e) Heavy lift and project cargo services
f) Payment terms
g) Credit facilities
h) Service Level Agreements (SLAs)
i) Annual pricing agreements
2) Contract & Work Order Management
a) Prepare and manage supplier agreements.
b) Review commercial contract terms.
c) Issue Work Orders (WO) to approved vendors.
d) Ensure compliance with company procurement procedures.
e) Coordinate with the Operations team for service execution.
3) Invoice Verification & Cost Control
a) Review vendor quotations, invoices, and Statements of Account (SOA).
b) Verify invoices against approved quotations and Work Orders.
c) Investigate billing discrepancies and resolve disputes.
d) Prevent duplicate or unauthorized charges.
4) Extra Cost Management
Review and negotiate additional logistics charges, including:
a) Demurrage
b) Detention
c) Storage
d) Waiting time
e) Customs inspection fees
f) Crane standby charges
g) Overtime charges
h) Emergency operational expenses
Negotiate cost reductions wherever commercially justified.
5) Supplier Performance Management
a) Monitor supplier KPIs and service quality.
b) Conduct supplier performance reviews.
c) Evaluate pricing competitiveness and operational performance.
d) Recommend supplier development or replacement where necessary.
Qualifications
• Bachelor's Degree in Logistics, Supply Chain, Business Administration, Procurement, or a related field.
• Minimum 5 years' experience in freight forwarding, logistics procurement, or supply chain management.
• Experience with Iraq logistics or Middle East trade lanes is highly preferred.
• Strong commercial awareness and negotiation skills.
• Experience in freight pricing and supplier management.
• Good understanding of multimodal transportation, customs clearance, and project logistics.
• Strong analytical and problem-solving skills.
• Advanced Microsoft Excel skills.
• Experience with ERP, TMS, CargoWise, or similar logistics systems is an advantage.
• Excellent written and spoken English.
• Arabic is an advantage.
