We are seeking a senior HR leader to head the People function for our India offshore center (Global Capability Center) in Bangalore, operating as an extension of our UAE-headquartered group.
The role will be based in Dubai and the ideal candidate will own the full HR mandate for the India entity while ensuring seamless alignment with group policies, culture, and statutory frameworks across both Indian and UAE jurisdictions.
This is a hands-on, yet strategic role suited to a leader who can build and scale HR for a growing technology-led center, embed strong governance and compliance, and act as a trusted bridge between the Bangalore operation and the UAE leadership team.
Key Responsibilities:
Strategic HR Leadership
•Define and execute the India HR strategy in alignment with group objectives set out of the UAE HQ.
•Serve as a strategic partner to the Bangalore site leadership and the group leadership team on all people matters.
•Build and scale the HR function (talent acquisition, business partnering, total rewards, L&D, HR operations) to support rapid headcount growth in the GCC.
•Translate group culture and values into the India context while respecting local norms.
Talent Acquisition & Workforce Planning
•Lead end-to-end talent strategy for technology, engineering, and shared-services roles in a competitive Bangalore market.
•Build employer branding and talent pipelines; manage cost-per-hire, time-to-fill, and quality-of-hire metrics.
•Drive workforce planning, organization design, and capacity models in partnership with the UAE business.
Compliance & Labour Law (Dual Jurisdiction)
•Own full Indian labour law compliance for the.
Bangalore entity, including but not limited to:
–Karnataka Shops & Commercial Establishments Act
–The Code on Wages, Industrial Relations Code, Social Security Code, and OSH Code (new Labour Codes) and their state-level implementation
–EPF, ESI, Gratuity, Professional Tax, and Labour Welfare Fund obligations
–The POSH Act (Prevention of Sexual Harassment) and Internal Committee governance
–Contract labour, maternity benefit, and statutory registers/returns
•Provide working knowledge and advisory on UAE labour law to ensure group alignment, including:
–Federal Decree-Law No. 33 of 2021 on the Regulation of Labour Relations and its executive regulations
–Mainland vs. free zone employment frameworks and visa/sponsorship considerations
–Wages Protection System (WPS), end-of-service gratuity, and Emiratisation requirements
–Cross-border mobility, secondments, and employee transfers between UAE and India
•Establish HR governance, audit-readiness, and risk controls across both jurisdictions; liaise with legal counsel as needed.
Total Rewards & HR Operations:
•Design and benchmark competitive compensation, benefits, and incentive structures for the India market while maintaining internal equity with the group.
•Oversee accurate, compliant payroll, statutory filings, and HRIS/HR operations.
•Lead policy harmonization between the India entity and UAE HQ.
Employee Experience, Culture & Development:
•Drive engagement, retention, performance management, and learning & development programs.
•Build a high-performance, inclusive culture aligned to group values.
•Act as the escalation point for complex employee relations and grievance matters.
Stakeholder Management:
•Be the primary HR interface between Bangalore and the UAE leadership, ensuring transparent communication across time zones and cultures.
•Partner with Finance, Legal, IT, and Operations on people-related governance.
Required Qualifications & Experience:
•15+ years of progressive HR experience, with at least 5–7 years in a senior HR leadership role (CHRO / Head of HR / HR Director).
•Master's degree / MBA in Human Resources, or equivalent (e.g., MSW, PGDM-HR).
•Proven experience leading HR for an offshore center, GCC, or captive unit in India, ideally serving an overseas (preferably Middle East / UAE) parent organization.
•Demonstrated working knowledge of both Indian and UAE labour law, with the ability to operate confidently across both regulatory environments.
•Track record of building and scaling HR functions in a high-growth, technology-led environment.
•Experience managing cross-border / multi-jurisdiction teams and reporting into an international HQ.
Skills & Competencies:
•Deep expertise in Indian statutory compliance and strong, current familiarity with UAE employment regulations.
•Strong business acumen with the ability to connect HR strategy to commercial outcomes.
•Excellent stakeholder management and cross-cultural communication skills.
•Hands-on capability balanced with strategic, board-level presence.
•High integrity, sound judgment, and discretion in handling confidential matters.
•Comfort operating in ambiguity and building structure where little exists.
Preferred / Nice to Have:
•Prior experience setting up or scaling a new GCC / offshore entity in India.
•Exposure to technology, software, fintech, or professional-services environments.
•Familiarity with global mobility and India–UAE employee transfers.
•Professional HR certification (e.g., SHRM-SCP, CIPD, or equivalent).
