experience at the Media & Entertainment Skills Council of India (MESC) — the apex body under the Ministry
of Skill Development & Entrepreneurship (MSDE) governing skill development for India's media and
entertainment industry — I bring deep expertise in managing government-funded training programs, industry-
linked certifications, and large-scale workforce development projects across the M&E sector. I am excited by
the opportunity to bring this niche background to Dubai's rapidly growing creative and entertainment
ecosystem.
As Senior Manager – Operations at MESC, I have led end-to-end delivery of skill development programs
specifically designed for job roles within the media and entertainment industry. My portfolio includes projects
such as:
• Sankalp – Heritage Lens: A flagship project training photographers and visual content creators in heritage
documentation, directly aligned to MESC's National Occupational Standards (NOS) for M&E job roles.
• SMILE / NISD & NIEPVD Projects: Implemented skill training programs under the Ministry of Social
Justice and Empowerment for transgender, visually impaired, hearing impaired, and locomotor-disabled
candidates in the Media & Entertainment sector.
Focused on job-oriented roles like Makeup Artist, Hairdresser, Social Media Executive, Sound Designer,
and Video Blogger with industry-relevant practical training.
• State Projects (Tripura, West Bengal, Odisha, Rajasthan, Uttar Pradesh, Maharashtra etc.): Multi-
state M&E skill training rollouts covering job roles including camera operations, lighting technicians,
film production assistants, and event management professionals, linked to NSQF-aligned certification
and industry placement.
• CSR Projects (Megha Engineering & Infrastructures Ltd, SIDBI & BOSCH): Delivered corporate-
funded skill programs targeting underserved youth in media-related trades, managing end-to-end
execution from beneficiary mobilisation to placement linkage and impact assessment.
• PMKUVA – Maharashtra & NSKFDC / NSFDC / NBCFDC / DAY-NULM: Managed skilling
initiatives focused on M&E sector job roles for minority, SC/ST, and urban livelihood communities,
ensuring NSDC compliance and real-time government portal reporting on SIDH and PMDaksh.
Across all these projects, my core operational responsibilities have included drafting EOIs, DPRs, RFPs, and
MoUs; onboarding and managing training partners and industry-certified trainers; overseeing training centre
infrastructure readiness; managing fund utilisation and compliance documentation; and submitting progress
reports and utilisation certificates to concerned ministries. This breadth of experience has given me a thorough
understanding of both the operational mechanics and the industry-specific content requirements of media and
entertainment skill development.
Dubai's position as a global hub for film production, broadcasting, digital media, live events, and creative
